John Forrer Governing Cross-Sector Collaboration

A comprehensive guide to public sector collaboration with private and nonprofit organizations for better service delivery Governing Cross-Sector Collaboration tackles the issues inherent in partnerships with nongovernmental actors for public service delivery, highlighting the choices available and the accompanying challenges and opportunities that arise. Based on research, interviews with public, private and nonprofit sector leaders, and considerable analysis of organizations involved in public-private-nonprofit collaborations, the book provides insight into cross-sector collaboration at the global, federal, state, and local levels. Through an examination of the primary modes of cross-sector collaboration, including collaborative contracting, partnerships, networks, and independent public services providers, the book presents a clear case for how public managers can assess the trade-offs and use these options to improve public service delivery. Nonprofit organizations, businesses, and third-party contractors are increasingly partnering with government to deliver public services. Recognizing the types of collaborative approaches, and their potential to solve public policy problems is quickly becoming a major task for public managers, with new methods and techniques constantly emerging. Governing Cross-Sector Collaboration provides specific examples and a framework for public managers to make strategic choices about how to engage private and nonprofit actors in delivering public goods and services while ensuring the public interest. The book provides effective methods for choosing, designing, governing, and evaluating networks, partnerships, and independent public-services providers, with in-depth discussion encompassing: Analysis and engagement of cross-sector organizations Fostering democratic accountability in the public interest Collaborative approaches (including contracts, networks and partnerships) and the issues associated with each type of arrangement Leadership and organizational learning in cross-sector collaboration Included case studies illustrate effective application of the concepts and methods described, providing both practicing public and nonprofit managers and public policy/administration students with insight into these emerging strategic alliances. The first comprehensive guide to public governance collaborations, Governing Cross-Sector Collaboration is an important and timely contribution to the field of public management.

Thomas Berger Müller-Marqués IPSAS Explained. A Summary of International Public Sector Accounting Standards

Global diversity in the practice of public sector accounting continues to impede the reduction of bureaucracy and the creation of comparable standards in terms of accountability and transparency. The International Public Sector Accounting Standards Board (IPSASB) continues to engage in the ongoing process of harmonizing public sector accounting with their International Public Sector Accounting Standards (IPSASs). IPSAS Explained: A Summary of International Public Sector Accounting Standards, Second Edition provides up to date information on the Conceptual Framework Project and other projects related to IPSASs, along with details of all the current IPSASs, including newly approved standards of the Board, especially those relating to financial instruments, intangible assets and service concession arrangements from a grantor perspective. Each IPSAS is distilled into a useful and accessible summary, and illustrated with graphs, figures and tables. Beyond that the book focuses on the current sovereign debt crisis and discusses possible implications for public sector financial management. Through an examination of the objectives of the standards and an overview of the principles relevant to key topics such as the accrual basis of accounting as against cash basis, fair value, present value, cost, and measurement bases, IPSAS Explained provides decision-makers in the public sector with a thorough grounding on the IPSASs and the operations of the IPSASB.

Malawi Ngwira Public Sector Property Asset Management

In many public sector organisations, there has been little or no adoption of a proactive asset management strategy. Where an extensive property portfolio exists, this can result in poor overall utilisation of the portfolio, exemplified by excessive vacant property or properties not being put to best use. In such situations there is a risk that the building stock deteriorates more rapidly than expected, leading to expensive maintenance and repair charges. Lack of a proactive asset management strategy will impact on the services delivered by such organisations. Public Sector Property Asset Management covers all aspects of asset management in the public sector, including the overall concept, the development of asset management strategies and the implementation of asset management practices. It evaluates asset management strategies, processes and practices to show how effective management of property assets support business activities or service delivery functions. The reader will understand the importance of improving decision-making through the recognition of all costs of owning and operating those assets throughout their lifecycle, leading to improved business process activities or service delivery functions which greatly assist in meeting the social and economic objectives of such organisations. Written for all practitioners currently involved in asset management, the book will also be useful in the university environment, to those teaching, researching or learning about asset management in the public sector.

Caroline Aggestam-Pontoppidan Interpretation and Application of IPSAS

Clear, practical IPSAS guidance, explanation, and examples Interpretation and Application of IPSAS provides practical guidance on the implementation and application of the International Public Sector Accounting Standards. This book brings readers up to date on the standards, and describes their proper interpretation and real-world application. Examples and mini-case studies clarify the standards roles throughout, giving readers a better understanding of complex processes, especially where the IPSAS deviate from IFRS. Readers also gain insight into smoothly navigating the transition for a public sector entity, which is moving to either IPSAS under accrual basis of accounting or to cash accounting IPSAS, plus an overview of IPSAS adoption status and methods around the world. Global public sector accounting is highly diversified, resulting in ongoing moves to harmonise standards worldwide. The IPSAS are international standards that largely follow the IFRS model, but differ in some key areas and include standards in places where IFRS has none. This book provides complete guidance to IPSAS, with clear explanation and expert insight. Understand the meaning and role of each standard Apply the standards to real-world scenarios Manage the process of transition to IPSAS These standards are meant to be followed by all public sector entities, including national and regional governments and local authorities. Theyve been adopted by the UN, NATO, the European Commission, and others, and either have been or soon will be adopted in Malaysia, Switzerland, Spain, and more.

Dan Pallotta Charity Case. How the Nonprofit Community Can Stand Up For Itself and Really Change World

A blueprint for a national leadership movement to transform the way the public thinks about giving Virtually everything our society has been taught about charity is backwards. We deny the social sector the ability to grow because of our short-sighted demand that it send every short-term dollar into direct services. Yet if the sector cannot grow, it can never match the scale of our great social problems. In the face of this dilemma, the sector has remained silent, defenseless, and disorganized. In Charity Case, Pallotta proposes a visionary solution: a Charity Defense Council to re-educate the public and give charities the freedom they need to solve our most pressing social issues. Proposes concrete steps for how a national Charity Defense Council will transform the public understanding of the humanitarian sector, including: building an anti-defamation league and legal defense for the sector, creating a massive national ongoing ad campaign to upgrade public literacy about giving, and ultimately enacting a National Civil Rights Act for Charity and Social Enterprise From Dan Pallotta, renowned builder of social movements and inventor of the multi-day charity event industry (including the AIDS Rides and Breast Cancer 3-Days) that has cumulatively raised over $1.1 billion for critical social causes The hotly-anticipated follow-up to Pallotta’s groundbreaking book Uncharitable Grounded in Pallotta’s clear vision and deep social sector experience, Charity Case is a fascinating wake-up call for fixing the culture that thwarts our charities’ ability to change the world.

Debra Haire-Joshu Transdisciplinary Public Health. Research, Education, and Practice

This book makes a great leap in the conceptualization of transdisciplinary approaches, as well as provides concrete examples in practice, teaching, policy, and research. —From the Foreword by Edward F. Lawlor, dean and the William E. Gordon Distinguished Professor, the Brown School; and founding director, Institute for Public Health at Washington University in St. Louis The complexity of public health and social problems is becoming more challenging. Understanding and designing solutions for these problems requires perspectives from multiple disciplines and fields as well as cross-disciplinary research and practice teams. Transdisciplinary Public Health fills a void in the literature and offers a comprehensive text that introduces transdisciplinary methods as a means for providing an innovative tool set for problem-solving in public health research and practice. With contributions from leading experts, Transdisciplinary Public Health offers an understanding of interactions among the biological, behavioral, social, and public health sciences; shared disciplinary frameworks in analyzing health problems; and the integration and evaluation of transdisciplinary solutions to alleviate complex public health issues. Use of this important resource will promote transdisciplinary research and practice, resulting in novel solutions that positively impact human health.

Bill Tufts Pension Ponzi. How Public Sector Unions are Bankrupting Canadas Health Care, Education and Your Retirement

The vast majority of Canadians are blissfully unaware that every man, woman and child in Canada now owes a $35,000 share of government debt and must pay this back, with interest! Make no mistake, this debt will change our country and affect every single Canadian in the decades to come. You may think you have planned for your retirement and are safe, but the government must find a way to recover this borrowed money, and they can only do that by raising your taxes and reducing your hard-earned benefits. How did this debt come about, and why cant we simply pay it off? Pension Ponzi lays the blame squarely at the feet of the politicians who refused to stand up to Canadas public sector unions. The fact is Canadas public sector, which accounts for 20% of the workforce, has been grossly overpaid relative to their counterparts in the private sector with cushy pensions paid for with your taxes and new debt. There is no denying that the country does not have the financial resources to ensure that the next generation of Canadians will have the same standard of living as the ones before it-or to support our growing seniors population. Meeting our public sector pension obligations will break the current social safety net that is a pillar of the Canadian way. Can you escape this bleak future? Can you afford to live longer? Nationally-recognized pension expert Bill Tufts and award-winning journalist Lee Fairbanks explore how this catastrophe came about and then suggest ways that government can fix whats broken, and how you as an individual can protect yourself from the financial calamity that is about to engulf Canada.

Ines Mergel Social Media in the Public Sector. A Guide to Participation, Collaboration and Transparency The Networked World

Grounded in solid research, Social Media in the Public Sector explores the myriad uses of social media in the public sector and combines existing practices with theories of public administration, networked governance, and information management. Comprehensive in scope, the book includes best practices, the strategic, managerial, administrative, and procedural aspects of using social media, and explains the theoretical dimensions of how social behavior affects the adoption of social media technologies. Praise for Social Media in the Public Sector «Mergel has produced a foundational work that combines the best kind of scholarship with shoe-leather reporting and anthropology that highlights the debates that government agencies are struggling to resolve and the fruits of their efforts as they embrace the social media revolution. Social Media in the Public Sector is a first and sets a high standard against which subsequent analysis will be measured.» —Lee Rainie, director, Pew Research Centers Internet & American Life Project «Mergel is an award-winning author who again wields her story skills in this book. She excels in explaining in concrete, practical terms how government managers can use social media to serve the public. Her book puts years of research into one handy guide. Its practical. Its readable. And its an essential read.» —John M. Kamensky, senior fellow, IBM Center for The Business of Government «Mergel moves beyond the hype with detailed, comprehensive research on social media technologies, use, management, and policies in government. This book should be required reading for researchers and public managers alike.» —Jane Fountain, professor and director, National Center for Digital Government, University of Massachusetts Amherst «Comprehensive and compelling, Social Media in the Public Sector makes the case that to achieve Government 2.0, agencies must first adopt Web 2.0 social technologies. Mergel explains both how and why in this contemporary study of traditional institutions adopting and adapting to new technologies.» —Beth Simone Noveck, United States Deputy Chief Technology Officer (2009-2011)

Dhrubajyoti Bhattacharya Public Health Policy. Issues, Theories, and Advocacy

Public Health Policy: Issues, Theories, and Advocacy offers students an engaging and innovative introduction to public health policy: its purpose, how it is originated, and how it is implemented. The book describes the underlying theories and frameworks as well as practical analytical tools needed for effective advocacy and communication. Drawing on the multidisciplinary nature of public health, the book uses concepts and examples from epidemiology, law, economics, political science, and ethics to examine the policymaking process, explain positions pro or con, and develop materials for various audiences to further a public health policy intervention. In addition, Public Health Policy shows how policymaking is a complex and integrated top-down and bottoms-up process that embraces a myriad of public and private stakeholders. Written by a highly experienced health policy researcher and teacher, the book is rich in resources that will enhance teaching and learning. Each chapter begins with an overview of the chapter, including core terms and concepts, and includes illustrative examples of how the highlighted component (law, ethics, economics, politics, epidemiology, and medicine) intersects with public health. Discussion questions at the end of every chapter, along with an interview from an expert from each of the component fields, give real-world perspectives on how that particular subject relates to the overall topic. The book also contains 13 case studies that illustrate the framework discussed in the first part of the book, and show how the different components link to create, sustain, evaluate, or obstruct the development of public health policy. Also included are primers on two essential policy tools: how to write research policy briefs, and how to craft effective letters to an editor, including examples of both drawn from the authors publications in journals and newspapers.

Pamela Meyer From Workplace to Playspace. Innovating, Learning and Changing Through Dynamic Engagement

From Workplace to Playspace is about visionary, courageous, innovative, and persistent organizations that challenge long-held preconceptions about the incompatibility of workplace and playspace. Each day organizations across industries and with wide-ranging missions are discovering that playspace is the space they can and must create every day at work if they are to think creatively, question old assumptions, respond effectively to the unexpected, and engage all to work at the top of their talent. Filled with case examples from such organizations as Learning Curve International, Google, Chicago Public Schools, Umpqua Bank, and Threadless, the author provides both the conceptual framework and the principles to guide practitioners to create playspace for innovating, learning and changing in their organizations.

Ira Socol Timeless Learning. How Imagination, Observation, and Zero-Based Thinking Change Schools

Reinvent public schools with proven, innovative practices Our homes, communities, and the world itself need the natural assets our children bring with them as learners, and which they often lose over time on the assembly line that pervades most of the public education system today. We see no actions as more important in school than developing, supporting, and reinforcing childrens sense of agency, the value of their voices, and their potential to influence their own communities. In Timeless Learning, an award-winning team of leaders, Chief Technology Officer Ira Socol, Superintendent Pam Moran, and Lab Schools Principal Chad Ratliff demonstrate how you can implement innovative practices that have shown remarkable success. The authors use progressive design principles to inform pathways to disrupt traditions of education today and show you how to make innovations real that will have a timeless and meaningful impact on students, keeping alive the natural curiosity and passion for learning with which children enter school. Discover the power of project-based and student-designed learning Find out what “maker learning” entails Launch connected and interactive digital learning Benefit from the authors’ “opening up learning” space and time Using examples from their own successful district as well as others around the country, the authors create a deep map of the processes necessary to move from schools in which content-driven, adult-determined teaching has been the traditional norm to new learning spaces and communities in which context-driven, child-determined learning is the progressive norm.

Monica Stitt-Bergh Evaluating Student Learning in Higher Education: Beyond the Public Rhetoric. New Directions for Evaluation, Number 151

Evaluation has played a fundamental role throughout the history of higher education. It has been key to institutional missions and for accountability concerns for public funding policy and fiscal oversight. In the last 30 years, there has been focused attention on the quality of education and student learning. Campuses have stepped up their initiatives to evaluate educational outcomes—and communicate these to their constituencies—just as regional, state, and national efforts have emerged regarding assessment of learning outcomes. In this context, various methods and approaches to evaluative inquiry have emerged to support efforts to increase the effectiveness and efficiency of instructional practice and curriculum for higher learning. This edition examines perspectives on evaluation studies addressing higher education learning—from program- to institution-based studies and critiques of practice—to document successes and identify significant challenges that face evaluators and the collaborating educators in the continuing development of higher education. This examination represents both an investigation into the particular insights that evaluative inquiry contributes to the scholarship and practice of higher education and a reflection on the evaluation expertise that can be applied across contexts of professional practice and program development. This is the 151st issue in the New Directions for Evaluation series from Jossey-Bass. It is an official publication of the American Evaluation Association.
